3rd Generation (3G) Environmental Sample Processor (ESP) Integration and Support Services

The National Oceanic and Atmospheric Administration (NOAA) intends to award a noncompetitive contract action for 3rd Generation (3G) Environmental Sample Processor (ESP) integration and support services. The contract will be awarded to the Monterey Bay Aquarium Research Institute (MBARI) under the authority of 41 U.S.C. 1901. The requirement includes integrating a water capture sampling system for the 3G ESP onto an Uncrewed Surface Vehicle (USV) to assess the USV capability to monitor harmful algal blooms, understanding phytoplankton community dynamics, and assist with public health associated with phycotoxins in Great Lakes and Alaska. The key aspects of this opportunity include: • The 3G ESP technology developed by MBARI is the only technology available that is capable of advancing the scientific understanding and ability to detect, monitor, assess, and predict harmful algal bloom (HAB). • The contract will include integrating a water capture sampling system for the 3G ESP onto an USV and providing support to GLERL for the system during mission deployments. • The anticipated period of performance for this action is 1 June 2026 to 31 May 2029. • The contract will be awarded using simplified procedures up to $9 million as implemented by FAR 12.102.
