The Oregon Housing and Community Services Department is seeking qualified organizations to serve as Regional Coordinators for the Statewide Shelter Program. The primary goal of this Request for Applications (RFA) is to identify and fund organizations capable of administering shelter services for Clackamas and Linn counties. The selected Regional Coordinators will be responsible for coordinating shelter operations and related services, including developing a Regional Assessment and Plan, and distributing Program Grant funds to subgrantees. The RFA includes a pre-application conference, and applicants are encouraged to participate. The evaluation criteria include community engagement and coordination, shelter experience and strategies, fiscal administration and governance, subgrants and technical assistance, and experience with Homeless Management Information System (HMIS) or alternative systems.
• The RFA is open to local government entities and nonprofit public benefit corporations.
• The initial term of each Grant is anticipated to be 5 years, with options to renew at Agency's discretion.
• The amount of each Grant will be determined by Agency based on available funding and the needs in each Region.
• Applicants must demonstrate experience and capacity to administer Program Grant funds, provide technical assistance to subgrantees, and collect and monitor data on homeless services.
• The RFA includes a requirement for applicants to demonstrate a commitment to equity and a plan to approach the Program through an equity lens.
