Oil and Gas Well Plugging and Remediation Services Qualified Vendors List (QVL)

The State of Missouri, Department of Natural Resources, is seeking vendors to provide Oil and Gas Well Plugging and Remediation Services. The services include scouting, site access and preparation, well plugging, equipment removal, remediation, and land reclamation. Vendors must have experience with Missouri Oil and Gas Regulations and Department of Interior (DOI) Methane Measuring Guidelines. The contract period is from the effective date of the contract to June 5, 2027. • The vendor must provide all necessary materials, labor, facilities, equipment, and supplies to perform the services. • The vendor must have a minimum of one year of experience with Missouri Oil and Gas Regulations and DOI Methane Measuring Guidelines. • The vendor must have a minimum of one year of experience with ArcGIS software to collect and analyze geospatial data. • The vendor must comply with all applicable federal and state laws and regulations. • The vendor must provide a statement of work for each project, including the scope of work, tasks, and deliverables. • The vendor must provide pricing for each project based on the quantity, unit of measure, and specifications stated by the state agency.
