UMBC is seeking a comprehensive, campus‑wide “one‑card” system that replaces its existing CS Gold platform and integrates with a wide array of campus applications (PeopleSoft, Oracle Micros Simphony, Lenel OnGuard, Instant ID, etc.). The vendor must provide a SaaS software platform, APIs for real‑time data exchange, reporting dashboards, self‑service portals, and 24/7 technical support. Hardware refresh is limited to optional peripherals; the core focus is on software, integration, security (PCI‑DSS, MFA), and ongoing maintenance over a five‑year base term with two optional one‑year extensions.
• Deliver a fully‑loaded, scalable campus‑card solution (software, middleware, and optional hardware) that supports access control, POS, meal plans, attendance tracking, and mobile credentials.
• Provide seamless, standards‑based integration with existing UMBC systems (PeopleSoft, Oracle Micros, Lenel, Instant ID, etc.) via APIs or web services.
• Include 24/7/365 support, incident‑response SLAs, regular software upgrades, and “train‑the‑trainer” documentation and webinars.
• Meet rigorous security requirements (PCI‑DSS Level 1, encryption, MFA) and maintain redundancy/disaster‑recovery capabilities.
• Achieve a 10 % MBE participation for any physical‑system replacements and comply with UMBC’s reporting and insurance mandates.
