Washington State Lottery is conducting a market‑research Request for Information to explore a virtual prepaid‑card solution for prize payments. The agency seeks a vendor that can design, issue, fund, and settle virtual Visa/Mastercard‑type cards for both Lottery‑Office and retailer‑based payouts, integrate the solution with its central gaming system, support digital‑wallet provisioning, and deliver comprehensive compliance, reporting, and customer‑service capabilities. The RFI will inform future solicitation(s) and is not a binding contract.
• Full‑cycle virtual card issuance, funding, reload, and settlement for prize payouts
• API‑driven integration with the Lottery’s existing gaming platform and support for digital wallets (Apple, Google, Samsung)
• Compliance with Regulation E, AML/KYC, PCI‑DSS, and state regulations, plus robust reporting and audit tools
• Customer‑service functions including IVR, dispute handling, multilingual support, and 24/7 help desk
