The Front Range Passenger Rail District is seeking a qualified data analyst or research firm to conduct a precinct-level analysis of voting and demographic trends related to the District and the proposed Front Range Passenger Rail corridor. The selected consultant will be responsible for collecting and analyzing precinct-level voting and demographic data, overlaying the finalized route alignment with current and adjacent precincts using GIS or equivalent spatial analysis tools, and providing recommendations on potential district boundary refinements. The project objectives include evaluating voting patterns, turnout, and demographic trends within the District's current boundaries, examining adjacent precincts along the proposed passenger rail alignment, and identifying correlations between the finalized route, population density, and economic development potential. The key deliverables include a precinct-level analysis dataset and summary tables, GIS maps and visualizations, a written report with key findings and recommended alignment options, and presentation materials.
• The project requires the consultant to have proven experience in GIS, electoral, or demographic data analysis, familiarity with Colorado's precinct and legislative district mapping systems, and experience analyzing voting behavior, redistricting, or transportation corridor impacts.
• The consultant must be capable of producing clear, actionable recommendations for legislative and policy decision-making.
• The project timeline includes a project kickoff as early as November 12, 2025, a draft report due on January 10, 2026, and a final report and presentation on January 24, 2026.
