CONCESSIONAIRE SERVICE AT ELMA MEADOWS GOLF COURSE

The Erie County Department of Parks seeks a qualified concessionaire to operate the Clubhouse and Half‑Way House at Elma Meadows Golf Course. The contractor will manage all food‑and‑beverage sales, optional catering, vending machines, an ATM, and optional golf‑equipment sales/rentals while complying with all health, licensing, insurance, and equal‑pay requirements. County provides core kitchen equipment and utilities; the concessionaire supplies all additional equipment, inventory, staffing, and obtains all permits. A single annual rent amount is to be proposed, payable in two installments, and the contract runs for three years beginning around April 1, 2026. • Operate food‑service (soft drinks, candy, coffee, hot dogs, hamburgers, pizza, beer, wine, etc.) during golf season (April 1‑Oct 31) with minimum hours 7 AM‑3 PM daily. • Provide catering for tournaments, leagues, and private events; manage up to three vending machines and one ATM per County approval. • Supply and maintain any additional kitchen equipment, secure required licenses (food, liquor, health), carry required insurance, and submit a detailed start‑up and financial‑capacity plan.
