Prequalification for Temporary Housing Support Services

The City of Norfolk is seeking qualified vendors to provide temporary housing and/or extended-stay housing services in hotels, community shelters, or similar accommodations for individuals and families experiencing homelessness. The services should be provided on an as-needed basis, with a minimum stay of two weeks and a maximum stay of six months or longer. The City requires that all accommodations meet health and safety codes, have operational air conditioning and heating systems, and provide free parking and Wi-Fi. The City also encourages the provision of optional amenities such as laundry services, meals, and transportation. • The City will inspect the temporary housing options and any connected facilities upon arrival and room entry. • The City will not be responsible for routine operational costs, but will assume financial responsibility for substantiated loss to property caused by program participants. • The Contractor shall report any incidents involving clients via email to the NCSB contract manager within 24 hours of the incident. • The Contractor shall provide housekeeping services, including changing sheets and towels, and trash collection at least twice per week. • The City seeks to find and place clients in long-term housing within two weeks of placement in the temporary housing option.
