Description
The Commander Fleet Readiness Centers (COMFRC) Procurement Group intends to award a purchase order to Tescan USA Inc. for the maintenance and calibration of two Tescan scanning electron microscopes, the Vega II XMU and the Mira-3 GMU. The contract will be for a base period with four option years. Tescan USA Inc. is the original equipment manufacturer (OEM) of the microscopes and possesses the required technical knowledge and proprietary rights to perform the work.
• The maintenance services include routine preventative maintenance and a critical hardware upgrade to the backscattered electron detector (BSED) on the Vega XMU system.
• The upgrade requires OEM-level access to system firmware, calibration protocols, and software integration.
• Allowing a third party to attempt such modifications would pose a significant risk to the functionality, calibration accuracy, and data integrity of the instruments.
• The contract will be awarded on a sole source basis due to the proprietary nature of the equipment and the operational risks involved.
