Description

The City of Santa Ana is seeking a qualified firm to deliver the intermediate‑level Incident Command System (ICS‑400) training for the Anaheim/Santa Ana Urban Area Initiative. The contract will span three years, requiring at least twelve separate course deliveries, each with a minimum of twenty participants, and the first delivery must occur by March 2027. Budget estimate

$60,000 – $200,000

The RFP does not disclose a budget. Assuming a fixed‑price model for twelve 8‑hour courses, a typical market rate for certified ICS‑400 instruction ranges from $5,000 to $15,000 per course (including materials, instructor fees, and administrative overhead). Multiplying by twelve yields an estimated contract value between $60,000 and $180,000. Adding modest inflation for travel, insurance, and contingency could push the upper bound toward $200,000.
