Description

The California Department of Veterans Affairs (CalVet) is seeking a qualified contractor to provide 24/7 non‑emergency medical transportation (NEMT) for residents of the Veterans Home of California in Fresno and surrounding counties. The contractor must supply ambulatory, wheelchair, and gurney‑compatible vehicles, qualified drivers, and staff escorts, and must meet strict response‑time requirements, licensing, insurance, and reporting obligations. The contract runs for three years, covering a wide service area across ten counties, with rates and payment terms defined in the bid rate sheet. • Provide on‑demand NEMT (ambulatory, wheelchair, gurney) within a 225‑mile radius of the Fresno Veterans Home, including driver‑escorts and optional oxygen provision. • Meet rigorous response times (2 hrs general, 15 min for same‑day daytime requests, 30 min for after‑hours/weekend requests) and arrive 15 min before scheduled appointments. • Maintain all required licenses, certifications, insurance (minimum $1 M general liability, workers’ comp, auto liability, etc.), health clearances, and submit detailed daily trip reports and monthly invoices. • Comply with California‑specific preferences (small‑business price preference, DVBE incentives) and mandatory disclosures (Darfur Act, sanctions, GenAI). • Contract term: March 1 2026 (or later) to February 28 2029; award anticipated April 24 2026.

Budget estimate

$2,000,000 – $5,000,000

The solicitation does not disclose a total contract value; however, typical three‑year NEMT contracts for a multi‑county service area in California range from roughly $2 M to $5 M, depending on mileage, volume of trips, and rate structure (ambulatory vs. wheelchair vs. gurney, night/holiday premiums, oxygen surcharge, etc.). The estimate assumes an average of 150‑250 trips per week at $80‑$150 per trip, plus ancillary fees.
