Description

The County of Greenville is seeking a vendor to provide an Electronic Patient Care Reporting (ePCR) software solution for Greenville County Emergency Medical Services (GCEMS). The ePCR system should be fully configurable, cloud-hosted, and operational on PCs, while supporting mobile documentation through Microsoft, Apple iOS, and Android operating systems. The system must provide comprehensive reporting and analytics capabilities, be compliant with National Emergency Medical Services Information System (NEMSIS) and Health Insurance Portability and Accountability Act (HIPAA) requirements, and allow for data export, including historical data, upon request. Key features include role-based user management, configurable permissions, and integration with the hospital's electronic health record software (EPIC). Some of the key features and requirements of the ePCR system include: • A user-friendly, intuitive interface for field providers • Comprehensive patient information collection, including demographics, treatment, and transport • Ability to work with Mobile Device Management • Solutions for data inquiry, reporting, auditing, and Quality Assurance/Quality Improvement (QA/QI) • Monitoring and analysis of trends in incidents, treatments, and clinical findings • Creation of standard and custom reports, validations, and dashboards • Electronic consent capture and electronic signature capability • Integration with the Central Square Computer-Aided Dispatch (CAD) system • Import and merging of EKG data into patient care reports • Compatibility with the Physio-Control LifePak 15 monitor/defibrillator • Interfaces with multiple fire and law enforcement agencies • Hospital interoperability and two-way data sharing capabilities

Budget estimate

$200,000 – $1,000,000

The budget for this opportunity is difficult to estimate, as the RFP does not provide a specific budget or pricing information. However, considering the scope of the project, which involves the development and implementation of an ePCR software system for a county-wide emergency medical services department, the budget could be substantial. A rough estimate could be in the range of $200,000 to $1,000,000, depending on the complexity of the system, the number of users, and the level of customization required. Factors that may influence the likely payment range include the vendor's experience, the level of competition, and the county's budget constraints.
