Sources Sought - Resource Enterprise Services (RES)

The Washington Headquarters Services, Acquisition Directorate (WHS/AD) is seeking sources to provide comprehensive Resource Enterprise Services (RES) for the Program Review and Enterprise Services Division (PRESD). The contractor will deliver analytical, technical, and information management support to sustain and modernize a suite of business applications that facilitate Planning, Programming, Budgeting, and Execution (PPBE) data processes. The applications support the collection, analysis, and dissemination of PPBE data across NIPRNET and SIPRNET, directly supporting the OSW Program Review process and leadership decision-making. Key requirements include: • Providing comprehensive lifecycle support for applications and databases • Managing the full Software Development Life Cycle (SDLC) • Proposing and implementing a standard technology framework that incorporates Zero Trust pillars • Developing and maintaining standard, secure data exchange methods for business-to-business interactions • Establishing common business rules and data elements across applications to ensure data quality and reporting efficiency • Conducting periodic reviews of technology solutions and data exchange methods The contractor must have experience with various frameworks, languages, databases, and application tools, including Oracle APEX, Visual Basic .NET, Microsoft Object Linking and Embedding (OLE), Microsoft PowerApps, PL/SQL, SQL, C#, JAVA, Python, R, and SAML.
