Hiring a Consultant to Assist with the Choosing, Implementation, and Support of a New Computer Aided Dispatch and Records Management System

The County of Ontario is seeking a consultant to assist with the selection, implementation, and support of a new Computer Aided Dispatch (CAD) and Records Management System (RMS) for the Sheriff's Department. The consultant will be responsible for conducting a comprehensive needs assessment, assisting with procurement and contract negotiation, overseeing the implementation process, and providing post-implementation support. The scope of work includes five phases: needs assessment, procurement assistance, contract negotiation, implementation oversight, and post-implementation support. The consultant must have extensive experience with CAD and RMS systems, preferably within law enforcement agencies, and demonstrate a proven track record of successfully managing similar projects. • The consultant will conduct a thorough analysis of the current CAD and RMS systems in use by the Sheriff's Department. • The consultant will engage with key stakeholders to gather requirements and identify pain points. • The consultant will document the functional and technical requirements for the new CAD and RMS systems. • The consultant will provide a detailed report summarizing the findings and recommendations for the new system. • The consultant will work with the department and purchasing to develop a comprehensive Request for Proposal (RFP) based on the needs assessment. • The consultant will identify potential vendors and assist with distributing the RFP. • The consultant will assist in evaluating vendor proposals, including conducting vendor interviews and demonstrations. • The consultant will provide a comparative analysis of the proposals. • The consultant will assist in negotiating contract terms with the selected vendor to ensure favorable terms for the County. • The consultant will review and provide feedback on the contract to ensure it meets all legal and operational requirements. • The consultant will ensure that the contract includes clear deliverables, timelines, and performance metrics. • The consultant will develop a detailed implementation plan in collaboration with the selected vendor and the Sheriff's Department. • The consultant will monitor the implementation process to ensure it adheres to the agreed-upon timeline and budget. • The consultant will facilitate regular status meetings with the vendor and the Sheriff's Department to address any issues or concerns. • The consultant will ensure that all system integrations, data migrations, and customizations are completed successfully. • The consultant will conduct user acceptance testing (UAT) to ensure the system meets all functional and technical requirements. • The consultant will provide training and support to ensure that all users are proficient with the new system. • The consultant will develop and deliver comprehensive training materials and documentation. • The consultant will offer ongoing support for a specified period to address any issues that arise post-implementation. • The consultant will conduct a post-implementation review to assess the success of the project and identify any areas for improvement.
