Health Information Management Support Services

The National Institutes of Health Clinical Center’s Health Information Management Division is seeking a Women‑Owned Small Business to provide comprehensive health‑information support services. The contractor will deliver customer‑service support, diagnostic and procedural coding, abstracting, and transcription of medical reports, letters, and pathology reports. Work will be performed primarily onsite at the Bethesda, MD Clinical Center with many functions (coding, transcription, QA) allowed to be performed remotely, except scanning which must occur within the Maryland‑DC‑Virginia area. The effort is structured as a base period (11/1/2026‑10/31/2027) plus four optional one‑year extensions, using a firm‑fixed‑price order and multiple labor‑category and volume‑based CLINs. The solicitation is a total set‑aside for Women‑Owned Small Businesses and requires compliance with applicable wage determinations and FAR clauses. • Scope: Customer service, medical‑record coding/abstracting, transcription, pathology‑report handling, scanning and storage. • Delivery: Base period of 12 months with up to four 12‑month option periods (total up to 5 years). • Location: Primary place of performance – NIH Clinical Center, Bethesda, MD; remote work allowed nationwide; scanning must be in the MD‑DC‑VA region. • Contract type: Firm‑fixed‑price purchase order (WOSB set‑aside). • Evaluation: Best‑value trade‑off; technical capability and past performance weighted more heavily than price. • Required submissions: Single combined quotation (no separate volumes), minimum two past‑performance references, qualification summaries for key personnel (full resumes upon request). • Pricing: Hourly rates for labor categories, monthly firm‑fixed‑price for scanning facility, volume‑based rates for transcription lines and pathology reports; 3 % annual escalation permitted. • Mandatory compliance: Federal Acquisition Regulation Subpart 12, applicable Department of Labor wage determinations, and security/badging requirements.
