Description
The State of California, through CAL FIRE, seeks a qualified vendor to design, develop, test, deploy, and maintain a new HR Grievance Tracking System that will replace the existing Excel‑based process. The contract is time‑and‑materials, with a base term of one year and two optional one‑year renewals, and all work may be performed remotely within the continental United States.
• Scope includes eight phases: discovery, architecture/design, development/configuration, reporting, testing, deployment, training/documentation, and ongoing support.
• The system must provide configurable, role‑based workflow for grievance intake, escalation, tracking, versioning, and reporting, with secure data storage in a U.S. cloud environment meeting SOC 2 Type II (or FedRAMP/StateRAMP) standards.
• Contractor must supply detailed monthly timesheets/invoices, comply with WCAG 2.1 AA & Section 508 accessibility requirements, and deliver training for ~12 master users, plus post‑implementation support during core business hours.
• No fixed budget ceiling is disclosed; cost evaluation will be based on the Grand Total submitted in the Cost Worksheet, with a 10 % cap on unanticipated tasks.
• Preference points may be awarded for Small Business, DVBE, and TACPA qualifications, but these are optional.
