The City‑County of Butte‑Silver Bow is seeking a qualified telecommunications/unified communications vendor to modernize its enterprise phone system. The project will replace roughly 380 legacy desk phones, provide new unified‑communications licensing for the same number of users, virtualize the existing call‑control servers, migrate PRI‑based PSTN service to SIP trunking, and ensure compliance with E‑911 and RAY BAUM’S Act requirements. The vendor must deliver hardware, software, installation, migration, testing, training, documentation, and ongoing support under a time‑and‑materials contract. • Replace ~380 IP desk phones with tiered device classes (basic to executive). • Provide unified‑communications licenses for ~380 users (standard and advanced). • Virtualize existing Mitel call‑control environment on BSB‑provided virtualization platform. • Migrate legacy PRI PSTN to SIP trunking, including number porting and emergency‑calling compliance. • Deliver enhanced call‑detail reporting, records retention, and security (encryption, MFA, AD integration). • Provide installation, configuration, cut‑over, testing, training, and up to five‑year support options. • Submit sealed proposals by 4 PM Oct 16 2026; award expected early November 2026.
