Indian Health Service RPMS APHL - Electronic Laboratory Reporting

The Indian Health Service (IHS) intends to award a sole source contract to the Association of Public Health Laboratories, Inc. (APHL) for the provision of Electronic Laboratory Reporting services. The contract will support the reporting of COVID-19 and Sexually Transmitted Infection (STI) laboratory testing data to a centralized intake service for further distribution to the appropriate State Department of Health and Federal Agencies. The contract will have a base period and four option periods, each lasting 12 months. The NAICS code for this contract is 813920, and the Product and Service Code is R499. • The contract will provide a streamlined and cost-effective solution for the government to meet the requirement of reporting laboratory testing data. • The APHL Informatics Messaging Services (AIMS) platform has existing connections to all 50 state public health departments, the CDC, and several local public health organizations. • The contract will be awarded under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) - only one source reasonably available due to Exclusive Licensing Agreement. • The Government will award a Firm Fixed-Price (FFP) Purchase Order for this requirement.
