The American Battle Monuments Commission (ABMC) is seeking information on commercial off-the-shelf (COTS) platforms that can replace or improve the current WeRemember.ABMC.gov environment. The desired solution must support a public-facing research portal and an internal records and case management capability. It must manage structured and unstructured data, provide accurate and responsive search, support document and media attachments, enforce role-based access, and allow ABMC staff to administer content and configuration without excessive contractor dependence. The key features and requirements of the solution include:
• Public search by name, date, cemetery, unit, state, and other attributes
• Internal access to supporting files, research materials, and case records
• Attachment and management of documents, images, and other media
• Configurable public and internal data access controls
• Workflow for updates, corrections, reviews, and approvals
• Export to Excel, CSV, or similar formats
• Reporting, usage statistics, and audit support
• API and integration capabilities, including support for secure RESTful, OAI-PMH, or equivalent interfaces
• ABMC branding and visual presentation requirements for public-facing interfaces
• Data migration and reconciliation from multiple sources
• Search and user experience features, including faceted filtering, fuzzy search, OCR support, relevance tuning, accessibility, and overall usability
• Administration and maintainability, including configuration of metadata, forms, branding, workflows, business rules, user roles, search settings, and reports
• Security and compliance, including role-based access, audit logs, vulnerability management, Section 508 accessibility, secure hosting, API security, and records management capabilities
