IFB BRN-25-02 Fingerprint Card Conversion Services

The Department of Consumer Affairs (DCA), Board of Registered Nursing (BRN), is seeking responses from Department of Justice (DOJ)-approved and certified vendors to provide physical fingerprint card (hard card) to electronic fingerprint record conversion services for out-of-state RN applicants and licensees. The awarded Contractor will serve as a facilitator for the physical fingerprint card electronic conversion process and be responsible for several roles and responsibilities, including sole point of contact for applicants, fingerprint card distribution, fee collection, electronic submission, record retention, and compliance. The contract term is expected to be from December 1, 2025, to November 30, 2028. • The contractor must have at least two years of experience providing services as described in the scope of work. • The contractor must be able to provide three references for services performed within the last five years, with at least one being a state government or city/county entity. • The contractor must be able to demonstrate experience in handling sensitive personal data and compliance with DOJ and FBI fingerprinting standards. • The contractor must be registered and in good standing with the California Secretary of State and licensed to do business in the State of California. • The contractor must be currently certified and approved by the California DOJ to provide hard card-to-Live Scan conversion services or be in a contractor/subcontractor business relationship with a company that is certified and approved by the California DOJ to provide hard card-to-Live Scan conversion services.
