Administration of Public Transit

The West Virginia Department of Administration, Purchasing Division, is seeking proposals for the administration of public transit programs. The primary objectives of this Request for Proposal are to ensure efficient administration of FTA Sections 5339, 5311, 5311(f), and 5310 programs, maintain full compliance with FTA regulations, provide technical assistance and oversight to sub-recipients, streamline reimbursement processes and reporting, and facilitate stakeholder engagement. Key aspects of the job include: • Grant application, award management, and closeout • Compliance with FTA regulations, including ADA, DBE, Title VI, EEO, and federal procurement standards • Technical assistance and oversight to sub-recipients • Reimbursement processes and reporting to federal systems such as TRAMS and ECHO • Stakeholder engagement through meetings, training, and public outreach
