Finance & HR ERP Solution

The West Virginia Department of Education is seeking a Finance and HR Enterprise Resource Planning (ERP) System to replace its current system. The new system should include core function software application modules such as Finance, Human Resources, Payroll, and Benefits. The system should also provide reporting and analytics capabilities, implementation methodology, budgeting and forecasting, user experience, and integration capabilities. The successful vendor will be required to provide a detailed proposal outlining their experience, qualifications, and approach to meeting the requirements of the RFP. • The RFP includes a mandatory pre-bid meeting, which will be held on September 16, 2025. • Vendors must submit their proposals in two distinct parts: technical and cost. • The technical proposal should include information about the vendor's experience, qualifications, and approach to meeting the requirements of the RFP. • The cost proposal should include all cost information and should be sealed in a separate envelope from the technical proposal. • The evaluation criteria include qualifications and experience, functionality, reporting and analytics, implementation methodology, budgeting and forecasting, user experience, and integration capabilities.
