Erie Bee Transit Service Operations

The Town of Erie is seeking a contractor to provide transit service operations for the Erie Bee, a microtransit service. The service will operate within a defined service area and will be free of fares for those using the service. The contractor will be responsible for launching, managing, and operating the service, including providing vehicles, drivers, and administrative staff. The service will have a defined span of service, with a goal of 14 hours per weekday, and will operate with a fleet of at least two vehicles. The contractor will also be responsible for providing a smartphone app for passengers to book and schedule trips, as well as providing real-time information on service availability and performance. Key requirements include: • Providing microtransit dynamic routing and service design management • Providing a fully tested smartphone app for passengers to book and schedule trips • Providing sufficient driver personnel, administrative staff, and call center/dispatch staff • Providing the necessary vehicles to operate the transit service • Complying with all applicable FTA requirements, certifications, clauses, and circulars • Complying with all applicable PUC regulations, including obtaining a CPCN if operating outside the jurisdictional limits of the Town.
