Description

The Colton Joint Unified School District (CJUSD) is establishing a three‑year, renewable pool of Division of the State Architect (DSA) certified Inspectors of Record (Classes 1‑3) to provide inspection services on 47 high‑priority school construction and renovation projects funded primarily by Measure BB and Measure G. The contract will be awarded to qualified inspectors who meet specific experience thresholds and will be paid on an hourly, time‑and‑material basis. No price evaluation will be performed; selection is purely qualifications‑based. Inspectors must be DSA certified, carry required insurance, complete fingerprint/background checks, and submit detailed statements of qualifications and a sealed rate schedule. The district will draw on the pool “as‑needed” across a range of project types (new classrooms, libraries, stadium upgrades, etc.) over a maximum five‑year term. • Pre‑qualified pool of DSA Class 1‑3 inspectors for school‑district capital projects • Scope: on‑site and in‑plant inspections, special inspections coordination, code enforcement, documentation, and reporting per DSA requirements • Eligibility: Minimum 8 DSA‑inspected projects (any size) **or** 4 projects > $5 M **or** 2 projects > $15 M **or** 1 project > $35 M with ≥ 3 years continuous inspection • Contract term: 3 years with up to two 12‑month extensions (max 5 years) • Payment: hourly rates (submitted separately), invoiced monthly (first invoice 35‑45 days, thereafter 30 days) • Key dates: RFQ issued Oct 10 2025, questions due Oct 30 2025, SOQ due Nov 20 2025, board recommendation Dec 18 2025, award Jan 7 2026 • Required certifications/insurance: DSA Class 1‑3, fingerprint/background check, workers’ comp $1 M, general liability $2 M, professional liability $1 M, additional insured status

Budget estimate

$7,000,000 – $12,000,000

The contract does not specify a fixed ceiling; payment is based on hourly rates for inspection services. Assuming an average of 1,000 inspection hours per project across 47 projects (≈47,000 hours) and typical inspector rates of $150‑$250 per hour, total compensation could range from roughly $7 million (low) to $12 million (high). Larger, high‑complexity projects may require more hours, pushing the high end upward, while efficient scheduling could keep the low end near the lower estimate.
