Oxnard Navigation Center Shelter Operator

The City of Oxnard Housing Department is seeking proposals from qualified contractors to provide year-round Emergency Shelter management services for a 110-bed navigation center. The contractor should be able to provide a safe, secure, and dignified space for vulnerable individuals experiencing unsheltered homelessness, with basic needs met and stabilization and transitioning to permanent housing as priorities. The scope of work includes providing emergency shelter services, case management, and referrals to supportive services.
