Description
The Bureau of Indian Affairs (BIA) is seeking a contractor to develop and host a Loan Management System (LMS). The LMS will be used to manage loans and will require various features such as automated reporting, workflow management, and data integration. The contractor will be required to provide a firm-fixed-price quote for the development and hosting of the LMS. The quote should include a breakdown of the costs for licenses, hosting, support, and enhancements. The contractor will also be required to provide a written technical quote addressing the six evaluation factors.
• The LMS will require features such as automated Section 289 reporting, Indian Loan Guarantee, Loan Insurance & Interest Subsidy Program workflows, and immutable audit trail.
• The LMS will need to interface with the Financial and Business Management System (FBMS).
• The contractor will be required to provide a public-facing link for lenders to upload documents and submit complete loan applications.
• The contractor will be required to provide a digital application checklist and document management functionality.
• The contractor will be required to comply with the SHARE IT Act and provide all software, data, and documentation with unlimited rights.
