The State of Missouri is seeking a web-based, Software as a Service (SaaS)/commercial off-the-shelf (COTS) comprehensive Case Management system to support 1915 (c) Home and Community-Based Services (HCBS) waiver and state plan programs. The system will replace the state agency’s current manual, paper-based processes with an automated solution to streamline case management, improve data accuracy, and enhance compliance with federal requirements. Key outcomes include reducing duplicate data entry, automated workflows, consolidating individual records, and strengthening data analytics for service monitoring and reporting. The system will be accessed remotely using user-owned devices and must be capable of supporting approximately 47,800 users.
• The case management system will be used to support the lifecycle of consumer care, including information and referral, intake, assessment and reassessment, person-centered care planning and service authorization, service delivery and payment, case closure, and reporting.
• The system must be able to detect fraud, waste, and abuse.
• The state agency currently administers four 1915 (c) HCBS Waiver programs and serves a total of 17,005 individuals through these waivers.
• The system must be able to support person-centered service plans, which follow an individual plan year that extends for twelve (12) months following the individual’s plan begin date.
• The system must be able to integrate with other systems, such as the Missouri Medicaid Enterprise System.
• The vendor must be registered in MissouriBUYS, powered by MOVERS, and achieve “Approved” registration status to be considered for a contract award.
