Description
The City of Burlington, through the Patrick Leahy Burlington International Airport, is seeking up to five qualified vendors to establish and operate non‑exclusive vehicle‑rental concessions on airport premises. Applicants must submit a detailed proposal, a $40,000 proposal guarantee, and a minimum annual revenue guarantee of $300,000 (or 10 % of gross revenues, whichever is greater). The contract runs from July 1 2026 (retroactive to that date) through June 30 2031, with performance bonds and compliance with local livable‑wage, outsourcing and union‑deterrence ordinances required.
• Mandatory pre‑bid video conference on 09/23/2026 (attendance required).
• Proposal deadline: 10/16/2026 2:00 PM (EST).
• Minimum annual guarantee: $300,000 for year 1; subsequent years at 90 % of prior year’s gross revenue (not below $300k).
• Required submissions: two paper copies + one electronic copy on USB, plus $40k guarantee.
• Performance bond/letter of credit equal to 50 % of proposed annual compensation.
• Concession space allocation based on guarantee ranking; approx. 262 rental‑car parking spaces to be shared.
• Evaluation criteria include experience, financial return, operational plan (including EV/hybrid fleet), staffing, and environmental stewardship.
• Contractor must be registered to do business in Vermont and carry required insurance.
