Construction Administration & Inspection Services FY26 IDQ

The City of Norfolk is seeking proposals from qualified professional firms to provide Construction Administration and Inspection Services on an as-required basis. The services will include construction administration, management, inspection, documentation review, quality control and assurance, material sampling, testing and certifications, surveying, utility designation and location, constructability reviews, value engineering, construction schedule and critical path method (CPM) reviews, delay claims analysis, cost estimating, and payment review and processing. The contract will be for a term of 3 years, with a maximum amount for any work order and annual maximum in accordance with the Code of Virginia. The City encourages small businesses and businesses owned by women and minorities to compete for the contract. Some of the key services that the firm will provide include: • Project management • Construction administration and management • Inspection and testing of materials and soils • Surveying and utility designation and location • Constructability reviews and value engineering • Construction schedule and critical path method (CPM) reviews • Delay claims analysis and cost estimating • Payment review and processing
