Operator (Lease) for Harbour Green Restaurant Operator

The City of Vancouver is seeking a qualified private operator to lease and run a destination‑style restaurant at Harbour Green Park. The successful proponent will be responsible for developing a concept, completing any required renovations, obtaining all permits, staffing, marketing, and delivering year‑round operations while meeting extensive sustainability, Indigenous participation, and Fair‑Wage requirements. The contract is a 5‑year lease (with up to two five‑year extensions) and includes a commercial rent proposal (minimum rent and percentage rent) as well as a requirement to provide audited financial statements and proof of insurance. • Lease and fully operate a waterfront restaurant/café, including concept development, menu design, and branding. • Perform fit‑out/renovation work, comply with building, health, safety, accessibility, and alcohol‑licensing regulations. • Deliver a detailed Operations & Management Plan, work schedule, risk‑mitigation strategy, and sustainability/Indigenous participation commitments. • Submit financial proposals (minimum rent, percentage rent) plus audited statements, insurance, WorkSafeBC registration, and other compliance documentation.
