North Dakota DOCR is seeking a qualified vendor to design, install, operate, and maintain a full‑service vending “Micro Mart” at the North Dakota State Penitentiary in Bismarck. The contractor will provide all required equipment (coolers, snack and beverage vending machines, microwaves, POS kiosk, surveillance, etc.), stock the machines 24/7, and handle all product procurement, maintenance, and compliance. Revenue is generated from product sales, and the State receives a commission percentage of those sales; no fixed fee is specified. The contract runs an initial 16‑month term with two optional two‑year renewals, requiring comprehensive insurance, background checks for all staff, and regular financial reporting and audits.
• Provide and operate all vending equipment 24 × 7, restocking weekly and responding to service calls within 24 hours.
• Supply a full product line including both Pepsi and Coke beverages, snacks, and prepared foods, all in compliant packaging.
• Assume all costs for equipment, installation, maintenance, insurance, and personnel background checks; the State earns only a sales commission.
• Submit a commission proposal and detailed price list; the lowest commission (i.e., highest vendor profit) will be a primary evaluation factor.
• Must be registered in NDBuys, meet insurance minimums (e.g., $2 M CGL), and pass ND background‑check requirements.
