The Florida Department of Children and Families (DCF) is releasing this Request for Application (RFA) to competitively select qualified Child Placing Agencies (CPA) to implement the Treatment Foster Care Pilot Program (TFC Pilot/Program) in Circuits 4 and 12. The Program is designed to provide treatment foster care as an alternative to group care, offering enhanced clinical, behavioral, and caregiver supports to improve outcomes for children with higher-level needs. Key responsibilities of the selected CPA will include recruiting and licensing specialized foster homes, providing training and support to foster parents, and delivering therapeutic and behavioral health services to children in care.
• The TFC Pilot Program aims to stabilize high-acuity youth in family settings, reduce reliance on congregate care, and strengthen permanency outcomes.
• The selected CPA will be responsible for establishing and operating a treatment foster care component, including recruiting and licensing specialized foster homes, training foster parents, and providing 24/7 crisis support.
• The CPA will also be responsible for delivering therapeutic and behavioral health services, including individual and family therapy, skill-building, and behavioral interventions.
• The program will serve youth with enhanced complex and behavioral health needs, ages 13-16, located within Circuits 4 and 12.
• The selected CPA will be required to submit regular progress reports and participate in evaluation activities to assess the effectiveness of the program.
