Description
The City of Mableton is soliciting a qualified vendor to provide a secure, cloud‑based Human Resources Information System (HRIS) and associated implementation, integration, data migration, support, and maintenance services. The solution must replace fragmented manual processes with a unified platform covering core HR, payroll, time‑and‑attendance, benefits, recruiting, talent management, learning, analytics, and related workforce functions for roughly 50‑60 municipal employees, with scalability for future growth. The prime contractor is responsible for end‑to‑end delivery, including discovery, configuration, data conversion, interface development, security design, testing, training, change management, go‑live, hyper‑care, and ongoing service. The contract will be awarded after a formal evaluation, with the award subject to Mayor and City Council approval.
• Scope includes core HR records, payroll processing, self‑service portals, mobile access, time‑keeping, advanced scheduling, benefits administration, ACA compliance, recruiting/onboarding, performance management, learning management, analytics, and optional employee collaboration modules.
• Required services: project management, discovery workshops, detailed implementation plan, data migration, system integration (e.g., payroll, finance, benefits carriers), security & role‑based access, testing, training, documentation, and post‑implementation support.
• Solution must be vendor‑neutral, cloud‑hosted, and able to scale beyond the initial 60‑user implementation.
• Mandatory deliverables: implementation roadmap, acceptance criteria, service level agreements, transparent pricing, and a sustainable operating model with predictable total cost of ownership.
