Description

The City of San Diego is procuring a turnkey “Charging‑as‑a‑Service” solution to electrify its municipal fleet. The contractor will design, permit, install, own, operate, and maintain EV supply equipment (Level 2 and optional DC fast chargers) at eight mandatory City sites and up to 25 contractor‑selected optional sites. The solution must include a charging management system with automatic load management, integration with the City’s fleet‑management and billing platforms, and guarantee ≥ 97 % charger uptime. The contract is a base‑term of five years with five one‑year renewal options, and the vendor must comply with prevailing‑wage, living‑wage, EV installation training, and EOCP/SLBE requirements. Pricing is submitted via a prescribed Excel schedule (per‑port monthly fee plus $/kWh usage fee with a single escalation rate) and must be competitive with gasoline‑fuel cost equivalents. • Design, permitting, and construction of Level 2 and DC fast chargers with dedicated utility service points and meters. • Operate and maintain the charging network for the contract term, providing monthly performance reports and meeting a 97 % uptime SLA (liquidated damages $100 per charger per day of excess downtime). • Deliver a software platform that integrates with City systems (EnergyCAP, Geotab, OKTA SSO) and supports load‑management and data reporting. • Source 100 % renewable electricity (via utility green‑tariff or on‑site solar/BESS) and optionally provide on‑site storage. • Meet all labor, wage, and equal‑opportunity certifications; achieve SLBE/ELBE participation for up to 12 % evaluation bonus.

Budget estimate

$10,000,000 – $30,000,000

The solicitation does not disclose a contract ceiling. Based on typical municipal EV‑charging‑as‑a‑service contracts for a fleet of ~3,500 vehicles, a 5‑year term with equipment, installation, operations, and maintenance could range from $10 million to $30 million in total vendor revenue. Factors influencing the amount include the number of charging ports installed (likely 150‑300), the mix of Level 2 versus DC fast chargers, renewable‑energy purchase options, and the per‑port monthly service fee structure. A lower‑end estimate assumes minimal optional sites and modest equipment; the higher‑end assumes full optional site deployment, on‑site solar/BESS, and higher usage fees.
