The County of Riverside Purchasing Department on behalf of the Office of the District Attorney was seeking proposals for a Digital Evidence Management Solution (DEMS) to receive, log, and manage digital evidence related to criminal cases. However, the contract was cancelled per section 10 of the procurement process. The DA's Office has over 700 attorneys and support staff, serving more than 2 million residents, and files over 50,000 criminal cases each year. Key features of the DEMS included receiving, logging, and managing digital evidence, as well as providing a means to manage and distribute digital evidence.
• The contract was for a comprehensive DEMS.
• The DA's Office currently uses mobile media to receive and store digital evidence.
• The rapid adoption of body-worn cameras has increased the volume of videos received.
• Prospective bidders were responsible for having full knowledge of prosecutor discovery processes and issues affecting the completion of the project.
