Description
The City of Homestead is soliciting qualified firms to act as an independent third‑party inspector and construction project manager for its Emergency Repair Program (ERP), which assists low‑ and moderate‑income homeowners with urgent housing repairs. The contractor will perform property inspections, develop scopes of work and cost estimates, support contractor procurement, monitor construction progress, conduct final inspections, and provide documentation for program compliance. Services are required on an as‑needed basis over an initial two‑year contract (renewable for one additional year) with a fiscal‑year ceiling of $100,000. No pre‑award site visit is required; a non‑mandatory virtual pre‑proposal meeting is scheduled. • Conduct initial property inspections and produce detailed inspection reports with photos. • Develop scopes of work, technical specifications, and independent cost estimates for each repair project. • Assist the City in preparing bid packages, coordinating pre‑bid meetings, and answering contractor questions. • Perform construction monitoring, progress inspections, and review payment requests and change orders. • Complete final inspections, punch‑list reports, and close‑out documentation. • Maintain electronic project files to satisfy SHIP program compliance.
