The City of Chula Vista is seeking a commercial‑off‑the‑shelf, cloud‑based Public Records Request Management Software solution that automates the intake, tracking, redaction, and fulfillment of public records requests in compliance with FOIA, CPRA, and related California statutes. The contract is for an initial twelve‑month term with up to four one‑year renewal options. The vendor must deliver a secure public portal, robust document management, AI‑assisted redaction, workflow automation, reporting, and seamless integration with existing city systems while meeting CJIS and SOC 2 security standards. • Provide a web‑based, mobile‑friendly public request portal with automated confirmation, status updates, and secure download links. • Implement workflow automation, role‑based access, redaction tools (including pattern‑recognition), large‑file handling, and a public transparency archive. • Ensure CJIS compliance, encryption at rest and in transit, MFA, audit logging, and optional SOC 2 Type II certification. • Deliver data migration, configuration, custom workflow setup, training for administrators and end users, and ongoing support (standard and optional 24/7). • Supply detailed documentation, user guides, and a testing plan (UAT, security testing) before final acceptance.
