Description

The State of Missouri is seeking proposals for either the purchase or a multi‑year lease of a single‑lane walk‑through weapons detection system (WDS) that includes an X‑ray scanner component. The solution must be installed at the Missouri State Capitol building and the Governor’s Mansion, include full installation, configuration, calibration, training, and a comprehensive maintenance/repair program (or a maintenance agreement if purchased). Vendors may submit on a purchase basis (including warranty) or a lease basis (including all maintenance). The contract will run for one year from the award date, with the possibility of additional orders during that period. Key requirements include weapon detection and classification, 30‑day data retention, WLAN connectivity, 24/7 support with a 2‑hour response time, and compliance with Buy‑American, anti‑boycott, and other state regulations. • Two contract options: (1) Purchase with warranty & annual maintenance, (2) Lease with all maintenance/repairs included. • Minimum equipment: one single‑lane WDS and one X‑ray scanner for each of three locations (Capitol South Entrance, Capitol Garage Entrance, Governor’s Mansion). • Mandatory pre‑proposal conference and on‑site tour on 2 Oct 2026. • Proposal submission electronically via MissouriBUYS by 12 Oct 2026, 2 PM CT. • Required vendor certifications (Buy‑American, veteran business, anti‑discrimination, E‑Verify, etc.). • Ongoing support: 24/7 hotline, ≤2‑hour on‑site response, monthly invoicing, 30‑day payment terms.

Budget estimate

$500,000 – $1,500,000

The contract involves either a full purchase of a high‑end weapons detection system with X‑ray capability (including warranty and a year of maintenance) or a multi‑year lease with all services bundled. Similar state‑level security system procurements typically range from $500 k for a lease‑only solution to $1.5 M for a purchase with comprehensive support. Factors influencing the final amount include the chosen contract option (purchase vs. lease), the number of units (three locations), optional upgrades, and any additional training or software licensing. Therefore, the expected award value is estimated between $500,000 and $1,500,000.
