Description

The State of Missouri is seeking proposals to provide a turnkey, single‑lane walk‑through weapons detection system (WDS) with an integrated X‑ray scanner for the Missouri Capitol Police and the Governor’s Mansion. Vendors may elect to either purchase the system (including a one‑year maintenance agreement and warranty) or lease it on a multi‑year basis with all maintenance and repairs included. The scope includes delivery, installation, configuration, calibration, testing, operator training, and ongoing support for both the detection hardware and the X‑ray component. The contract will be awarded for a period of one year from the date of award, with the option for other state agencies to place orders under the same contract. Proposals must be submitted electronically via MissouriBUYS by 2:00 PM Central on Oct 30, 2026. A pre‑proposal conference and site tour are scheduled for Oct 16, 2026. • Deliver to Governor’s Mansion and Missouri State Capitol Building (Jefferson City, MO) • Two procurement options: purchase + maintenance or multi‑year lease + maintenance • Required services: hardware, software, installation, configuration, calibration, testing, training, and ongoing support • Mandatory registration in MissouriBUYS (Approved/Spend Authorized) • Compliance exhibits required (Buy‑American, E‑Verify, anti‑boycott, etc.) • Contract term: 1 year, with possible use by other state agencies

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a dollar ceiling. Comparable state‑level security‑system procurements for a single‑lane walk‑through detector with X‑ray capability typically range from $500,000 for a basic purchase‑only option to $2,000,000 for a full‑service lease with multi‑year maintenance, training, and support. Factors influencing the final price include the chosen procurement option (purchase vs. lease), the number of units required, integration complexity with existing network infrastructure, and any additional customizations for the Capitol and Governor’s Mansion sites.
