The Indian Health Service (IHS) is conducting market research to identify qualified Indian Economic Enterprises (IEEs) or Indian Small Business Economic Enterprises (ISBEEs) that can serve as authorized distributors for F5 BIG‑IP enterprise licensing, maintenance, and premium first‑line support. The requirement transitions the agency from a hardware‑warranty model to an “Option 3” Enterprise Licensing Agreement (ELA) while retaining the existing BIG‑IP/LTM platform. IHS personnel will perform all physical installation; the contractor’s role is limited to providing licenses, support, and related consumables, with no access to IHS networks or data. The anticipated base period runs from 15 Oct 2026 to 14 Oct 2027, with two optional one‑year extensions. Responses are due by 16 Oct 2026, 5 PM ET, and should demonstrate F5 reseller authorization, IEE/ISBEE status, and capability to meet the December 15 2026 go‑live date.
• Provide F5 BIG‑IP hardware (r5920‑DF / r5900 series) and perpetual FIPS‑140‑ready licensing under the “Option 3” ELA.
• Deliver premium first‑line support performed by U.S. nationals for the contract period.
• Ensure electronic delivery of license keys and entitlements; IHS will handle physical installation.
• Confirm Indian ownership/control and submit the IHS Indian Economic Enterprise Representation form.
• Indicate existing contract‑vehicle access (NASA SEWP, NIH NITAAC, GSA MAS, etc.) and past performance on similar federal F5 licensing/support projects.
