Data Support, CQI & Evaluation Services for the Reentry Services Program

The County seeks a qualified consultant to design, implement, and manage a comprehensive data‑support, continuous‑quality‑improvement (CQI), and evaluation framework for its Reentry Services Program. The vendor will join a multi‑agency evaluation team, define process and outcome metrics, assess and improve data collection systems, perform statistical analyses, and produce regular performance reports leading to a final evaluation of program effectiveness. • Develop and agree on a full set of program metrics (process, outcome, cost‑effectiveness). • Identify, integrate, and validate data from Camden Health Information Exchange, offender‑management systems, and other sources. • Deliver bi‑monthly, bi‑annual, annual, and final reports with actionable CQI recommendations and training guidance. • Provide a detailed line‑item budget and maintain required insurance, business registration, and ownership disclosures.
