This solicitation seeks a U.S.-based commercial doughnut distributor to provide a variety of fresh doughnut products to Defense Logistics Agency (DLA) Troop Support customers located in the Norfolk, Virginia zone under a five‑year indefinite‑quantity contract. The award will be based on the lowest‑price‑technically‑acceptable (LPTA) source‑selection method, and the contract is set‑aside for HUBZone, Women‑Owned Small Business, and Service‑Disabled Veteran‑Owned Small Business categories. The contractor must maintain an electronic catalog (STORES), support EDI transactions, satisfy Buy‑American and food‑defense requirements, and handle security enrollment for base access.
• Provide fresh doughnut items (glazed, filled, cake‑style, etc.) as listed in the Schedule of Items, with a minimum order value of $25 and a maximum single‑order value of $3,503.79.
• Maintain own or contractor‑owned warehouses, submit sanitation audit reports, and ensure temperature‑controlled, sanitary deliveries to DoD customers in Norfolk, VA.
• Support electronic ordering via the STORES system, submit weekly catalog updates, and meet a ≥ 97 % fill‑rate with monthly reporting.
