Description
The Texas Comptroller of Public Accounts is seeking a vendor to provide Element Learning Management Solutions Software License and Related Services. The selected vendor will provide a cloud-hosted Learning Management System (LMS) platform to support contract development and contract management training, certification, and continuing education for procurement and contract management specialists. The contract term is expected to be 12 months, with optional extensions. The vendor must provide SaaS subscription licenses, software maintenance and technical support services, hosting services, and other related items. Key features and functionalities include certification and compliance manager, unlimited users, unlimited courses, virtual online training, and software maintenance and technical support services.
• The vendor must be the software publisher/manufacturer or an authorized seller or reseller of the required software license and related services.
• The vendor must provide a non-exclusive, irrevocable, royalty-free, universal license to the IP rights for the licensed software.
• The vendor must provide licensed software documentation and software maintenance and technical support services.
• The vendor must ensure the confidentiality, integrity, and availability of CPA data and implement appropriate administrative, technical, and physical safeguards.
• The vendor must provide a transition plan in the event of contract termination or expiration.
