Alabama Emergency Management Agency (ALEA) seeks a vendor to create, host, and maintain GIS‑based floor‑plan maps for every public K‑12 school in the state (≈1,500 schools). The contractor must conduct on‑site field verification, produce GIS layers meeting FGDC accuracy and NAPSG symbology standards, integrate the data with the state’s public‑safety platform AlaCop and the NG911 GIS system, and provide ongoing updates as facilities change. The solution must support both web (ArcGIS Online) and desktop (ArcGIS Pro) environments with mobile access, and the vendor must supply all required software licences and any hosting infrastructure. A pilot phase and phased implementation based on annually‑determined priority lists are required, with a base contract term of two years and a 25 % evaluation weight placed on cost.
