5654- Provide Professional Services For Aveva PI System Implementation and Integration

The City of Redding, California is seeking proposals from qualified consultants to provide professional services for the implementation and integration of the AVEVA PI System, a data historian and analytics platform, for the City's Electric Utility (REU). The project is divided into two phases: 1. Phase 1: Installation of hardware and PI System software stack, integration with the current Power Plant T3000 DCS, and training and support for affected stakeholders. 2. Phase 2: Replacement of Transmission & Distribution's SCADA historian with the PI System (preliminary planning and consulting only). The City is looking for a consultant with experience in implementing similar projects in the power industry, who can provide the necessary expertise and personnel to execute the project. The consultant will work with City stakeholders, including the Power Plant Engineers, Operators, and Management, as well as the IT department, to ensure a successful implementation and integration of the PI System. The proposal should include: * A detailed description of the consultant's experience and qualifications * A project plan and timeline * A description of the services to be provided * A detailed breakdown of the costs and fees associated with the project Proposals must be submitted in a sealed envelope, with a separate sealed envelope containing the consultant's fee, to the City Clerk's office by 3:00 p.m. PT on December 1, 2025. A virtual conference will be held on November 10, 2025, and questions regarding the proposal must be submitted in writing by November 12, 2025. The City will award the contract to the consultant who best meets the requirements and criteria outlined in the proposal, in accordance with the City's Purchasing Ordinance. The contract will be awarded based on the consultant's qualifications, experience, and price, with the goal of ensuring a successful implementation and integration of the PI System.
