Description
The Guilford County Purchasing Department seeks a qualified consulting firm to act as the “Journey Partner” for the selection, procurement, and implementation of a modern, cloud‑based Records Management System (RMS) and Jail Management System (JMS). The partner will develop the RFP, evaluate vendor proposals, oversee implementation, manage risks, and ensure post‑implementation stabilization and benefits realization. This is a full‑service advisory engagement covering strategy, technical specifications, procurement, project oversight, and change management for a county‑wide digital transformation.
• Scope includes strategy development, RFP authoring, vendor evaluation, contract negotiation, implementation oversight, risk and issue management, and benefits tracking.
• Must have experience with cloud‑based RMS/JMS solutions, public‑sector procurement, and large‑scale IT project governance.
• Deliverables: detailed RFP documents, evaluation scorecards, implementation project plan, status reports, risk registers, and final benefits realization report.
• Timeline aligns with the bid window (Sept 16 – Oct 8 2026) and likely a multi‑month implementation phase thereafter.
• All bid documents are hosted on Guilford County’s Vendor Self‑Service portal.
