Description
The State of Missouri is issuing an RFP to establish a Qualified Vendor List (QVL) for statewide advertising, marketing, public relations, and media production services. Multiple state agencies will be able to issue individual Statements of Work (SOWs) against the QVL on an as‑needed basis for projects ranging from a few thousand to several hundred thousand dollars. The contract is a one‑year “preferred use” agreement (not exclusive) and may be renewed through separate procurements. Vendors must demonstrate at least five years of relevant experience, be registered in MissouriBUYS, and comply with numerous business‑compliance exhibits (tax, E‑Verify, anti‑boycott, etc.). Proposals are submitted electronically via MissouriBUYS by 2:00 PM CT on October 7 2026.
• Scope covers creative services, media planning/placement, production (video, audio, print), digital/interactive marketing, collateral distribution, public‑relations, and market research.
• Contracts are awarded to multiple vendors; each vendor may be called upon for any SOW that matches their qualified category.
• Minimum qualification: 5 years advertising/marketing experience, experience with government and private clients.
• Required deliverables include creative concepts, storyboards, final artwork, electronic files, and compliance documentation.
• No guaranteed usage; the State may award work to other vendors if deemed in its best interest.
• Vendor must act as single point of contact for each agency and coordinate with any subcontractors.
• Submission must include Exhibit A‑M and a signed proposal signature page; all documents are electronic‑only.
