Healthcare IT support for Extract Lab Management System (ELMS)

The United States Army Centralized Allergen Extract Laboratory (USACAEL) is seeking a contractor to provide one full-time equivalent (FTE) of IT healthcare support for the Extract Lab Management System (ELMS). The contractor will be responsible for maintaining, enhancing, and upgrading the ELMS web-based application, as well as providing training and support services. The ELMS system is used to support the ordering, processing, and formulation of allergen vaccine diagnostic testing and patient treatment biologicals for over 450 medical treatment facilities worldwide. The contractor will work with USACAEL to implement updates to ELMS, ensure compliance with national standards, and maintain a high level of system availability and uptime. The contract will have a base period of one year, with three option years, and the contractor will be required to provide a price proposal, technical plan, and past performance information as part of the quotation process. Some key features of the ELMS system include: • Role-based controlled access for users • Support for enterprise-wide compliance with allergy immunotherapy practice parameters • Capability to produce tailored reports from custom queries and role-based permissions • System administration capability to manage usernames and passwords • High degree of operational reliability for business IM/IT web-based systems • Initial training and follow-up training for system administrators and users
