Human Resources Department Strategic Planning Services

The City of Pasadena's Human Resources Department is seeking a consultant to develop a strategic plan to guide the department's priorities, programs, and services for the next five years. The consultant will conduct interviews, review organizational charts and data, and provide recommendations for optimizing the HR structure and functions. The scope of work includes developing a written roadmap and strategic plan, providing an implementation plan, identifying gaps and areas for improvement, and reviewing existing Key Performance Indicators (KPIs). The consultant should have extensive experience in strategic planning and organizational assessments, particularly in local government. • The primary goals of this engagement are to create a written roadmap and strategic plan, provide an implementation plan, identify gaps and areas for improvement, and review existing KPIs. • The consultant should have direct experience with at least two governmental agencies, within the past five years, providing strategic planning and/or organizational assessments. • The consultant should demonstrate strong facilitation skills, data analysis and visualization skills, and thorough knowledge of Human Resources practices and methods. • The consultant should be able to meet in person and virtually as needed to conduct a successful planning process.
