Description
The State of Washington’s Department of Enterprise Services is seeking a qualified vendor to provide ongoing maintenance, support, and subscription services for existing Enterprise Content Management (ECM) platforms (OpenText and Laserfiche) across all Washington state agencies and related entities. The contract is a 36‑month, firm‑price agreement with a 1.5 % Vendor Management Fee and a price‑ceiling structure; vendors must submit not‑to‑exceed annual maintenance prices for each listed SKU. The solicitation includes mandatory certifications, insurance requirements, and quarterly sales reporting.
• Scope limited to maintenance of previously purchased perpetual licenses and SaaS subscriptions – no new software acquisition or implementation.
• Two product categories: OpenText Maintenance (Category 1) and Laserfiche Maintenance (Category 2), with a detailed SKU price sheet.
• Vendor must be registered in Washington’s WEBS system, hold required insurance (CGL, Workers’ Comp, E&O, Cyber‑Risk, etc.), and be able to meet strict service‑level response and resolution times.
• Submission requires Exhibit A (Bidder’s Certification) and Exhibit C (Bid Price); Exhibit D optional for contract issues.
